Winter Haven is Polk's second city, about 62,000 people now, up from 50,000 in 2020, fifteen miles east of Lakeland on US-92 and the Polk Parkway. It's built around the Chain of Lakes — fifty lakes inside the city, more than Lakeland — with Legoland Florida on the old Cypress Gardens site on Lake Eloise since 2011, the historic downtown around Central Park, and a Tree City USA designation it's held for more than thirty years. The neighborhoods along the Chain — Lake Howard, Lake Shipp, Lake Cannon, Lake Lulu, Eloise, Winterset, the older streets around Lake Silver and Lake Elbert — have mature live oaks, laurel oaks and cypress on the water, and the newer subdivisions toward Cypress Gardens Boulevard and the Polk Parkway have the usual queen palms and planted laurel oaks reaching failure age. The city's canopy is 24 percent.
Milton was hard on Winter Haven: the 87 mph gust recorded here was the highest in the county, the city took 455 damaged structures and more than a foot of rain, and the oaks along the Chain went down by the hundreds. A lot of what's standing now was damaged and hasn't been assessed. So the Winter Haven work is post-Milton assessment and pruning on the lakefront oaks, laurel-oak removals in the 1950s–80s neighborhoods, lethal-bronzing palm removals in the subdivisions, hurricane prep before each season, and crane work on the tight lakefront lots where the drop zone is the lake or the neighbor's pool cage. My oak was damaged in Milton and I haven't done anything. Is that bad?
It depends on the oak. A live oak that lost limbs will usually compartmentalize the wounds and recover with cleanup pruning; a laurel oak that lost a major limb has an open wound into a trunk that's probably already decaying. A year on, it's worth a look — the assessment is free.
Does Winter Haven require a tree-removal permit?
Winter Haven regulates trees through its land development code, primarily for development and larger lots; most single-family residential removals on a typical lot don't require one, but the rules differ from Lakeland's and we confirm per property before we cut.
Can you work on a lakefront lot with no yard access?
